CALIFORNIA CASH FOR APPLIANCE PROGRAM RULES

Must be a California resident with a valid street address. Post office box addresses do not qualify.

Must purchase a new California eligible appliance to replace an existing model. A list of eligible appliances is available at: www.Cash4Appliances.org/products/.

Make purchase during rebate period from April 22, 2010, through the date when the funding runs out, from a California retailer. No out-of-state or internet purchases. (Note: This is a first-come, first-server program. The sooner a rebate is turned in the better.)

Must recycle the existing, inefficient appliance through a California Certified Recycler. Recycling services may also be provided by Platinum retailers, utility-buy back programs, and your city or county governments.

Consumers can receive one rebate for each type of appliance. Separate rebate and recycling forms are required for each rebate.

The appliance must be installed (hooked up) before submitting the rebate claim. The consumer, if asked, must allow access for an inspector to verify installations.

Must submit a completed rebate application within 30 days of the date of purchase that includes proof of residency, purchase and recycling.

The complete rebate application must include ALL of the following:

1. Completed and signed rebate application form with all required consumer, retailer and appliance information (brand, model & serial number)
2. Completed and signed proof of recycling form with all required consumer, recycler or hauler, and replaced appliance information
3. Copy of the sales receipt for the purchased appliance
4. Copy of the consumer's most recent utility bill dated 60 days or less (to prove residency)
5. The original, bright yellow EnergyGuide label, Universal Product Code (UPC) from the purchased appliance, or proof of delivery from the retailer.

Use of the Seal and Logos of the California Energy Commission

The California Energy Commission seal and the California Cash For Appliances logo may not be used without permission.

The seal is used by the Energy Commission to indicate official information and/or official Commission publications. If it is used by other entities, it could be construed as an endorsement of a product or process, and the Commission and the State of California cannot provide such endorsements. The seal should also not appear on any website other than ones hosted and maintained by the Commission.

The Energy Commission is aware of statements in marketing literature stating or implying Commission "approval" of products or services. The Energy Commission does not endorse, favor, or recommend any particular product or service. Moreover, California law states that:

"It is unlawful for any person, firm, corporation, or association that is a nongovernmental entity to... solicit the purchase of or payment for a product or service...by means of a mailing, electronic message, or Internet website that contains a seal, insignia, trade or brand name, or any other term or symbol that reasonably could be interpreted or construed as implying any state or local government connection, approval, or endorsement...." -- California Business and Professions Code, Section 17533.6.

Occasionally, the Energy Commission's seal is used on websites, banners, or posters for workshops, meetings, or conferences where the Commission is a sponsor or co-sponsor. Or there may be another reason for the Commission seal to appear on project-related items. Those uses require approval by the Energy Commission's Media and Public Communications Office before a product is created. Draft versions of such documents will need to go through the approval/review and sign-off process.

WEBSITE PRIVACY POLICY

Pursuant to Government Code Section 11019.9, all departments and agencies of the State of California shall enact and maintain a permanent privacy policy, in adherence with the Information Practices Act of 1977 (Civil Code Section 1798 et seq.), that includes, but not necessarily limited to, the following principles:

Each department shall implement this privacy policy by:

• Designating which position within the department or agency is responsible for the implementation of and adherence to this privacy policy;
• Prominently posting the policy physically in its offices and on its Internet website, if any;
• Distributing the policy to each of its employees and contractors who have access to personal data;
• Complying with the Information Practices Act (Civil Code Section 1798 et seq.), the Public Records Act (Government Code Section 6250 et seq.), Government Code Section 11015.5, and all other laws pertaining to information privacy, and
• Using appropriate means to successfully implement and adhere to this privacy policy.



Energy Commission Website Privacy

The California Energy Commission adheres to the above mentioned state laws relating to privacy. There is one page on our Cash For Appliances website where information may be collected that could be subject to the state's privacy laws and regulations:

Our listserver sign-up allows the public to subscribe to an automated e-mail list using LSoft ListServe software. The subscribers e-mail addresses are maintained by the webmaster, are kept confidential, and are not available to the public or for any other purposes other than for this program. The ListServer will be discontinued three months after this program concludes, and the e-mail list will be destroyed.
